The Interregnums, though not telling about Seishiro and Subaru directly, do contain vital information needed for the rest of the story, so they aren't "fillers" per se. But it's going to take time until it is revealed how each IR-thread connects with the main plot, starting with the Kamui/Twin Star thread next chapter.
